It's not much of a welfare state if the lower income guys get slapped with a big ass bill due to increasing assessments and get forced out by richer replacements. Property taxes are one matter where sentimentality of two streams go into conflict. The sentiment of fattening the government's coffers versus not punishing the actually owners than could be harmed by such rapid increases in taxes.
