Which ATI OC'ing utility can get a card the farthest?

With RadClocker I can only get my 9600 Pro to 480/310 but I see most everyone can get their cards to 500/325. Any suggestions?

1. The software you're using shouldn't make any difference
2. Overclocking is not guaranteed
3. I've seen plenty of 9600 pro's that won't hit 500mhz core
