I am from India and i want to buy a 7950 Card

Stuck Between:

MSI R7950 TF 3GD5/OC BE (is it voltage locked ?)

I have multiple xfx cards and they are very well built and have worked flawlessly.
I don't know what other people's problems with them might be, but mine have been excellent.
They also have a nice aluminum shroud where other cards have plastic.

Both the MSi and the Sapphire cards are solid options and I believe both have unlocked voltages. I would pick the Sapphire card but that's just my personal opinion, I have heard great things about both of those cards.

Either one of the top 2 should be good. I am happy with my sapphire, but its not the vapor X edition.

I have the Vapor-X. At stock voltage I am getting core 1175 MHz with a maximum temperature of 54 C with fan speed <50% (but I guess ambient temperatures are higher in India). It is not voltage locked, and can do well over 1200 MHz with 1.15 V, ~62 C. It is pretty big, so check if it fits your case.

go with sapphire HD 7950 boost. 925 mhz boost. dual x cooler. reference PCB design. unlocked voltage.

you can easily overclock to 1150 mhz - 1200 mhz with a bit of voltage tweaking. temps will run below 75c with auto fan speed.

the 1 in my sig has a Trixx configurable setup and was(it still is) 229 euro(in the Netherlands with 21%VAT incl.). It does 1300/1500 also but power usage increases too much for my sake. Like it is now it is fast enough. Basic freq. = 930/1250
