Venice, because it's cheaper and will run cooler, as well as having a few things newcastle does not. I would reccomend against a 3800 though, becuause you can easily reach 2.4ghz with a 3000+

Easily would be an exaggeration.

While it may be entirely possible & likely, i find it annoying when people say a CPU will easily OC, since there are so many things that can cause OCing to be a lot more frustrating than easy.

If I can't get the venice(say if I buy from a local store and they only have 3800+ newcastle)...would I suffer a huge performance hit or just a minor one? Also...if the venice is better, why is it cheaper?

Considering that most can get up to 2.7-2.8ghz, I'd say it probably would not be difficult to get to 2.4ghz.

No, you would suffer a very small hit (maybe a percent or two), but you would not have the better memory controller, and it would run hotter. The newcastle should be less expensive, it's probably just that store.

I would recommend a 3700 San Diego over both of those.
Same stock performance, SD has 1MB cache, and cheaper.

If you want to stick with 3800 then Venice.
