I haven't heard much about Philips monitors so I assume they are fairly average. You might wanna check out a KDS AV-?? (don't remember model but you should notice it) 17" or a Samsung 17" like the 700NF or 700IFT if you want a shadow mask. Not sure if those are in your price range.
You might want to go to PC World Magazine's website and check their comparative monitor reviews, then pick one or two you like and shop for those. I looked at a couple their reviews & didn't see the models you mentioned. If you are looking at buying monitors on E-Bay or something like that, I'd think twice.

A while ago I bought dual monitors and just got a couple of 17" KDS CRT's, since they were inexpensive, were pretty flat, looked good image-wise, and the local Micro Center store had them in stock.
I did carefully set up the monitor per DisplayMate, and I have no eyestrain from heavy use of the monitors.
I can recommend the Sony CPD-G200 which I got myself. It's a bit pricey but it's very good. (note that it's a triniton type monitor so you get two tiny horizontal stripes)
