Remember, it's all about velocity, not volume. Any designer of low-flow toilets will be able to tell you that.

You can still buy high tank toilets like that. They sometimes have the tank surrounded with wood and all brass hardware. They're rather pricey. They were quite the rage 30 years ago in retro designs.

you guys may not believe this, but this toilet is considered superb for a large chunk of the human population.

I still don't understand what is so odd about that toilet. I feel like I've encountered several with rather high tanks.

The tank is raised high off the bowl.

This increases pressure the same as pumping water from a reservoir or well into an elevated tank (or water tower) provides pressure for consumers.

Of course the best toilets have no tanks. :p

something about that wording is really confusing to me.

my assumption about the height, initially, is that this would be a heavy pressure flush? Is that what you're saying?

And would it be that much different than a toilet with a raised tank that wasn't quite so high?
