on my honda it's in front of the radiator behind the plastic bumper, on my bonneville there's 2 of them located in either fender.

First, test the fuse with an ohmmeter.

The horn is usually mounted close behind the grille, often in difficult to reach places. It looks like a spiral with a flared opening. Usually black plastic. Will have 2 wires going to it. Often there will be two horns, each a different tone, on opposite sides of the grille.

As someone else said, it could be the relay. You'd have to find that, too, and those can be hidden just about anywhere. Consult the owner's manual or a shop manual for your model car.
