Where'd those dots come from

There are green, blue and red dots on my desktop (plus LOTS of strange things in games). No its not the monitor (tested by switching out with my uber powerful 7300GT). The card in question is my 7900GT OC SC eVGA card. I originally replaced the OEM cooler with a Zalman V900 as I thought the card was getting hot. As I was installing it it seemed like one of the holes was getting stripped but I was able to decently tighten it down and get it to stay put. It doesn't stay put anymore, I ordered a Zerotherm 710 cooler to take its place. Btw before I replaced it I tried loaded QW but it froze and I had to reboot. Thats when dots appeared. With the new cooler in place my games are all sorts of crazy looking making most of them unplayable. WIC was a disaster I couldn't even get past the menu. Seeing as how when I replaced the card the dots went away i am assuming its the card. My guess is that its fried. Being as it is an eVGA card what do you think my chances are that I can find a OEM cooler on the WTB forums and warranty it? I was planning on buying an 8800 GTS 640 (1680x1050 is a lot of real estate) with both Crysis and UT3 looming but am wondering about all my options. On a funny note I just got approved for my 1 year no interest card in prep for my 8800. I just got done reading the thread about G9x being tapped out and am now supremely interested in waiting for one of those. Of course I was wanting an 8600 gt for my HTPC which might be able tide me over till the D8E or whatever the hell it's gonna be called card comes out. All I know is that I want to be able to play quake wars, WIC and Crysis and the rest. Any suggestions?

btw I am trying to do this fairly fiscally responsible as I graduate in Dec and have to start paying back 50k+ in loans shortly thereafter.
