Where to order custom circuit board?

I remember seeing a site where users can share their circuit schematics as an open source online repository and you can order the circuit manufactured.
I can't remember the site name.

I basically want to upload a circuit schematic and have it built in sizable quantities (100-1000)

What are the best options for this?

This is just the board right? You still need to buy the components and solder it on yourself?
Are there services that solder it on for you?
