ok so i downloaded linux and i extracted it to my FORMATTED hd that is set up as secondary. how do i install it?
 
How can we answer your question with such minimal information?

What distro and what do you mean by "extract" (you have the source rpms, you exracted the ISO for some reason, what?). Easiest thing is to get the ISO images and install from CD.

It sounds like you want to dual boot. Do a google for "dual boot linux windows" or similar and read a bit.

If you downloaded an .iso file, burn it to cd properly. If you downloaded it in another format, read the instructions.
