Question where to get TPU or PLA filament?

Can anyone recommend a good place to buy TPU & PLA filament for a 3D printer? The best I've found so far is about $20 a spool. I thought I found a good deal at a place called toolots for $10.50, but then shipping was 50 bucks.

I'm asking because my youngest son wanted a 3D printer for his birthday, which is on its way, but I realize it isn't any good without the printing filament. Evidently, there aren't any stores around us that have it in stock.
