Where to get technical pens?

I used to have a set of Staedtler Marsmatics that I loved, but I can't find them. So I'm looking for a good set of technical pens. I'm looking specifically at the Koh-I-Noor Rapidograph 7-pen set. I can find one with the pen-cleaning set thrown in for $75, but I'd prefer to spend less (I know good technical pens are EXPENSIVE, but what can I say, I'm a cheapa$$). Preferably a good assortment of nibs, and definitely the refillable type, not the disposable type (or the Staedtler Professionals).

Also, I was talking about this to my father (he used to be an engineer and used them frequently) and he used to have a set, he believes of Japanese manufacture, that had green barrels and caps. Anybody know what brand that is? I know Staedtler is blue and/or silver, Rotring is red, and Koh-I-Noor is white...
