Where to get shipping supplies from?

Well my friend told me I could get free shipping supplies if I ordered online from the USPS. I went to the site, but I am confused if thye charge or not. In the first paragraph, it says they ship the stuff at no charge. In the second paragraph, they say they charge $40 for something but I don't know if that's only when you order them on the phone.

I think it's all free. The $40 (39.50) is for 10 ppd @ $3.95 - ready to mail w/no add'l postage, that how it reads to me.
