Where to get an ideal job?

I'd like to get a job that has me working with computer hardware or software...basically like building systems, installing and configuring software, troubleshooting, etc. I think $35-$40K is a reasonable salary for this type of job...but lately it seems to be slim-pickins for any decent job. I guess the recession has something to do with it...

I am not a paper tech. I don't have a crapload of certifications to fill up my resume -- nor do I have any desire to become a lemming. I do have experience and knowledge of a wide variety computer hardware and software...so is there any hope of getting a decent job without playing the "me too MSCE" game? There has to be companies that still hire people who can actually do the job they are hired to do, rather than just take up space flinging paper footballs into the surrounding cubicles.

BTW- If anyone here lives in Philadelphia and is in a similar situation as I am, and would possibly like to take a stab at starting some kinda business, let me know. I'd rather work for myself than for a company...but the trick to running a successful business in a competitive market such as computers, having a partner greatly sways the odds in the small business' favor.

Well, I've had to sink down to lower levels to keep making money. I applied at Radio Shack and Best Buy...which one is better? :)
