Where to file complaint against cell carrier?

I want to a file formal complaint against T-Mobile for illegal bait and switch on the recent Galaxy Tab and Even More Plus plan. Where's the best place to file this? FTC?
 
If they changed the contract terms you can cancel the contract within 90 days without getting a penalty. I did it with sprint when they upped SMS rates.

they never made me, and when I was a CSR for T-mobile way back in 2003-2006 we never made anyone we had to let out of the contract return hardware. You're not paying a contract for hardware its a service contract.
 
Purchased hardware under their no contract plan and now they'rr claiming Im in contract even though all my receipts and online account shows no contract plan and their system on their end says Im in Even More Plus which says no contract under plan highlights. It's more principle thing now and by switching me to their contract plan when all the paperwork says otherwise is bait and switch imo. Is FCC the right place? Or my best bet with the Better Business Bureau?
