I'm not sure if there's a way to download it full. I think that link is to Active Setup which lets you customize what you want and then it downloads accordingly...

In two words, you can't. At least not from the public download, I've tried it a dozen times. I chose 'download only' and 'full install', and it ALWAYS lacks about 12MB of files! The download "completes" just fine, but there are always files lacking that setup needs to download when I go to install it.

You have to get the distribution version of MSIE to get everything. I managed to get this off, of all things, an AOL 7.0 disk that came in the mail. The entire distribution version of MSIE 5.5SP2 was there and will install normally, except it has those 'AOL customizations' which is just the little icon thingy and 'Microsoft Internet Explorer Provided by America Online' in the browser window title, both of which can be removed from the registry.

You can download that small file from microsoft's site... and then you just have to run this:
(Example assumes you downloaded to C:\Downloads)
Start
Run
"C:\Downloads\ie6setup.exe" /c:"ie6wzd.exe /d /s:""#E"
That will let you pick the operating systems you want to download the files for... and then downloads all the stuff to 1 folder. You can then put that on a CD or whatever you want to do. In my case I put it on our work network.

Edit - I found that info here a week or 2 ago.
