get a dell. if u can afford, the 3 year onsite warranty is kickass. if u skimp on the warranty, mail in service takes like at least two weeks from what i hear.
another vote for IBM. but in that price range, you may want to look into used machines. you can sometimes find machines on ebay or other places that still have a year or so left on their warranty, if that's an issue. dell is also ok too, but the IBMs are a notch above them.
With that budget, you can get a nice Acer. I've never had an Acer Laptop, but my teacher said her Acer was one of the most reliable laptops she has ever owned. I'm suggesting Acer because I just read the review at pcworld.com, and it is the only ranked value notebook there that fits her budget. http://www.pcworld.com/reviews/article/0,aid,104393,00.asp.

Maybe it's changed but I sent in an Inspiron 8000 a little over a year ago and I got it back the same week I sent it. I couldn't believe how fast they "fixed" it. We won't get into the details of how they fixed it.
