Where is the 'disable downloads' setting in Internet Explorer setting saved?

It's normally a per user setting, but I wanna make it set to disabled for all users. I've searched the IE settings in the registry (this is in Win98 by the way) and didn't find anything. Anyone know where it's at? Or how to disable downloads for all users, instead of each individual user?

Sorry if this should be in the software section, but IE's so damned integrated with Windows I figured it'd go here =).

Internet options, Security, Custom level. Not sure how to enable it for all users, except to create other users by copying existing one with correct settings.

Whoops, I think my question came out wrong. I know how to enable/disable it, but where is the setting actually stored -- like a registry setting or something.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\SO\DOWNLOAD\FILEDOWNLOAD

The trick will be figuring it out.
