You would go snow tubing at a place that allows/specializes in snow tubing. I wasn't aware that Lake Placid (more specifically, Whiteface aka iceface) had snowtubing hills.
To be honest, the best place to go will be the one in an area where there's other stuff to do that interests you. The size of the hill isn't going to matter a whole lot, because no one's sending you down the side of a mountain on a tube, aiming you down a 3000 foot path. Liability is simply too great - you can't steer those things. Every snowtube hill I've seen hasn't been that huge of a hill. And, the ones in my area also come with plenty of stories about broken limbs, sprained joints, chipped teeth.
