Where is Arras?

Im doing a project on Maximilien Robespierre, and on This website, it says that he was born in Arras, i've googled and either im rushing to fast or im just stupid....can't find where it is. (Most sites aren't in english i've found googling. )

Maybe some of you history buff's know.
 
I just wanted to be 100% sure it was in france, knowning my luck i woul have assumed and got yelled at for being wrong. Thanks guys.
