Subject says it all. Thanks

edit: actually what I"m really trying to ask is if there's anyway to convert my old cookies from IE to Opera?

I assume you want to import bookmarks, not cookies. Opera's bookmarks are opera.adr. Importing from IE is here: Text Note: won't link directly due to database structure. Go to: Opera->tech support->FAQ's->Hot List/Bookmarks->"How can I import my IE favorites?".

it actually is cookies that I want to import. There are some passwords and stuff that i"ve forgotten that were stored in cookies in IE, plus it gets rid of the conveneince of having to change my preferences for the sites like AT here.

Sorry, I assumed wrong, most of the time we're trying to dump cookies. Anyway, why not try copy/paste IE's cookies file to Opera's cookie.dat

I tried opening the cookies.dat, but it was just gibberish...I don't know how to deal with a .dat file. Is that what I'm supposed to do, though?

AFAICT Opera doesn't store it's cookies in an easy-to-manipulate format, and I haven't seen the format for opera's cookies.dat explained anywhere on the opera site. You may be SOL. Sorry.
