Where do those street vendors get their Roses from?

Those guys you see sitting on the side of the road selling a Dozen roses for $15.

Where do they get their stock from? I saw no less than 7-8 of them today within a 30 minute span.

When I was in college I worked part time for a florist. We got our flowers from wholesale flower marts. As I recall, a package of two dozen long stem red roses was about $10. That was about 20 years ago, I have no idea of current prices. I believe anyone can walk into these places and buy flowers, you don't have to be a retailer. Maybe someone goes there, buys a crap load of flowers, and rounds up day laborers to sell them. It might be a good business.

in LA it's the LA flower mart. 2 dollars to get in on weekdays, they open at some ungodly hour like 4am. They're out of the good shit by 8am.
