Still, 1 separates the punctuation from what it is really punctuating (the quote), and 3 is just wrong.

Question marks and exclamation points should appear within the quotation marks if they are a part of the quoted passage but after the parenthetical citation if they are a part of your text. For example:

Definitely 2 in this case, but if you were adding punctuation after a quote (ex: I wondered why my friend told me "I like you"?) the punctuation would sit outside the quotation.
