I believe the push came from Democrats who wanted another shot at health care reform after Clinton failed.
Unlike many Democrats, I don't see the current health care situation as a crisis; however, I think we can all agree that someone should be changed in the system. Even the most die-hard Republicans support reforms; they just support different reforms from what the Democratic majority want. I just hope something meaningful gets done. A highly compromised bill is better than no bill at all. The current system overstresses our emergency rooms, allows insurance companies to exploit people, messes with people who lose their jobs, and in general just wastes a lot of time and money.
