Where can I get my video card repaired?

I have this video card and it displays. Except for the fact that when I plug it in, I see white lines and garbage graphics. It doesn't display properly. Then later on, one of the ICs on the video card board itself fell off. Is it possible to find out what fell off and replace it?
 
That is very possible if the card is physically damaged... if you can find the place where it fell off, putting it back on may solve any problems, that's IF the screen output is directly related with the missing part (assuming it must be)

If I had to, I would definitely try to fix that as well... if you are worried you can't figure out where it fell off, try finding some pics of the videocard and see if you can find it... I would assume though that it's obvious where it came off from...
