Stick to class B misdemeanors and you should be able to get one without *too* much trouble.

Random unhelpful story:

A guy in my senior class got pulled over by the cops for driving around in one of those. We were required to do a music video for some stupid reason and he thought he'd do a jailbreak/carjacking type video to Korn's "Freak on a Leash" (don't ask me why, I do not know).

The funny part of the video is when you can see his head turn because he's just realized a cop has pulled up behind him flashing his lights/siren. :D

I was the only person in the class who didn't turn in a video. Oh well.

I think it's been answered too. Unless you can get one from an ex-con that managed to keep theirs, or from somebody who works in a jail or prison who is willing to risk reprimand, then you'll probably have to commit a crime. They are government property, so your access to them is going to be limited to less legitimate means.

Or you could always pursue a career in corrections and then steal from where you work.
