That's called down-tempo. Its made using slowed beats and rhodes keys.

are two examples of some of the most accomplished and/or well-known groups out there. I warn you, its so utterly boring, as all down-tempo sounds the same. It was a big thing in the late 90's but petered out because of how easy it was to make and how many people were doing it. I'm surprised you haven't heard this type of music before. It was/is in every freaking lounge and club around.
