You do know that the US was one of the main influences in favor of non-intervention in the Rawanda Genocide right? It wasn't just the UN failing, it was the US not wanting to get involved in Africa again. The United States Holocaust Museum's conscience project has an exhibit on the Rawanda Genocide.
I really can't blame the US and other countries not wanting to get involved in Africa again. To have a successful outcome you need to build a nation from scratch and then defend it from its neighbors. The costs are astronomical.
The national opinion and political will needed for such a task aren't there. I regret that such horrors occur in this day and age but I fear for the cost of stopping it. Nation building isn't easy, especially on the African continent.
Look at Zimbabwae (sp?). The government is destroying the economy and most of the public approves. There will be massive starvation in a year or so.
