where can I find a good quick logo designer or design it myself?

My business partner and I want a logo designed for our internet security website. I was going to do it but I figure I'd pay someone. What's the going rate? If you want to design one and submit it send me a low resolution one we can't use and if we use it I'll paypal you $150 or cash in Orange County, CA. Just use the word "security" (I'll give you the real name later) and google security logo and you'll know what type of logo I'm looking for. I'm going to decide by Sunday night. What program are most using. I'd like to try to make one.
