Oh boy. I only know Win98SE by reputation. (I did use it for about three months when I first started using Windows a couple of years ago, but I'm an old man, and I forget stuff.)
I believe that you might be having a problem with WOW (Windows on Windows) or your environment. Since none of your fellow Win9X users has replied I'll try to be helpful, but take anything I say with a grain of salt.
You might try opening a command prompt and issuing the SET command. If you issue it like this
C:\>SET>SET.TXT
it would write its output to a text file named SET.TXT in the root directory of drive C:. (If your command prompt comes up in another directory then the SET.TXT file will be written there.)
If you post the contents of that SET.TXT file and also the contents of your AUTOEXEC.BAT and CONFIG.SYS files (if any) that might provide us with a starting point.
Just so we know, why were you trying to run SYSEDIT in the first place? If you're having (other) problems with the system, we need to know about those, too. Other symptoms might be indicative of problems related to this particular issue.
