whenever i put my electric heater on "med", my amp starts rumbling.

with the guitar just sitting there? sounds like noise on the lines, noise usually rumbles in speakers

sorry, not a guitar amp, just a receiver. and you can't hear it, you put your hand on the amp and you can feel it buzzing. the heater can be in the other room... if it's off or on "high" then it doesn't do this
 
Are any ground lugs clipped off? You know, the third lug on an AC plug? Is this a house or apartment? Try moving the heater to a circuit on the other leg of the main AC.
It's most likely a harmonic caused by the resistive temp control element coming back up a leg of AC.
Is there a fan that switches on with this function. May be a suspect also.

There's the problem. The ungrounded heater fan is probably brushed, at that certain speed (med), the brushes are creating back-EMF that is being fed back into the main AC power. I'd say try another circuit, or buy a new(grounded) heater if you can, that EMF is going to all devices on that circuit(like your PC) and can ruin the lifespan.
