Check the WpnUserService if it is running. I was doing some testing to see the effect of this service and found out that it is quite important to let apps start. The Netflix app will no longer start for example (Only one app i have.) if this service is not running. Usually the WpnUserService has a hexadecimal number fixed to it. For example : WpnUserService_1ae56.
This service is protected, but can be modified through the registry editor.
It can be found with regedit in :
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WpnUserService
and
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WpnUserService_1ae56 (example number).
