When you uncap the framerate, GPU usage is usually at 100%. Is power also ~100%?

I'm just curious about this. I see close to 100% power usage when vsync is off. I'm not sure if it is normal or not. Assume that there are no other system bottlenecks and the GPU is running as hard as it can to deliver those frames.



GTX 960 4GB SC
100% power limit = 128W

600W EVGA PSU (actual load around 220W while gaming)
 
Assuming you've not raised the power limit then yes, most of the time, or at least as close to 100% as it can. Sometimes it will clock down to avoid going over 100% and end up slightly lower than 100.

There are cases though that don't fit in with this. Different kinds gpu loads that use different parts of the gpu will use varying amounts of power. I've seen some instances where even at 100% got load, the power is around 75%.
