I have a CA titled car (fully paid for) with a CA title and I'm thinking about switching the registration to TX. Do I need my title with me to do that and do I get a new TX title?

Yes. You will need to title the car in the new state and you will need the previous title to do so. You will also have to pay use tax on the value of the car at the time you transfer the title in most states (check TX law specifically, but it is almost certainly the case there as well).

IF you already paid the tax. all you need is the get state inspection, plates, and title transfered. (all have fee's)
Give the texas tax office a call in the area in which you are moving to, they can give you a quote.

Some states will apply a use tax to a title transfer from out of state. For example, Washington State does this. When I moved here from Ohio, my cars were paid off, but I still had to pay Washington State use tax on their value in order to transfer the titles to WA.

EDIT: It looks like Texas has a flat $90 tax when registering from out of state rather than a tax that is based on the vehicle's value. Link.

I'm going to school in Texas right now and have been here for over a year with CA plates. I'm not establishing residency here.
