When writing a cover letter to a resume what should I do here ?

And you don't know who exactly it's going to (it's a minor government position) who should I write it to ? I'm guessing not "to whom it may concern".

Ideas ?

The HR person or whoever you are sending your resume to.

Human Resources Department.

They aren't going to judge your resume / cover letter because you didn't address it to someone specific.
