When would you have to input IP manually?

If the obtain IP address automatically radio button is checked in this window, why or when would it fail to locate the ip address? Would it have to do with the router giving out the IP addresses for each computer? Basically I have this office setup that requires every computer to enter in their network IP address, gateway, subnet mask, and DNS servers manually. Essentially I'm asking how to get it back to just "obtain Ip address automatically" on each computer so everytime a new node trys to get internet connection, it won't have to reconfigure it's network adapter.
 
You'll need some device somewhere that wants to act as a dhcp server, frequently that is a router. Do you have one on the network that you can configure to do so?
