When will Windows ever offer window docking???

I'm running WinXp and still no window docking!? We've all enjoyed it with Winamp. Or used Window tiling to arrange windows for cross-app work or reference. Why not just make it a feature in Windows? I can't believe they haven't added it in all these releases. It would just make setting up a work area (2 or 3 windows), neater, more tidy, and simpler.
Anyone know of a tweak that provides this?
Don't you think it would be a nice (and easily implemented) touch?
 
I dont see why you would want it.. the only reason to have it in winamp is because when you have a 14-pixel tall window and you want it at the top, without docking you would probably end up going too high and losing half the window. for other apps, I dont want windows to be at the very edge of the screen...

I love window docking, however, I'm still not sure if I like it to snap like KDE and Winamp, or where it doesn't snap, but still pauses at the edge, like sawfish.
