AMD does not have any new gpus planned for this year and NVIDIA just released their $1000 Titan graphics card. We're probably a good 9 months to a year away from the next Gen cards.

1. Several months away.

2. To get more performance and/or bang for buck than now you will need to spend at least $400+. In your budget anything better than a 7870xt will take at least 10-15+ months or so.

Might see some minor refreshes in the fall/late summer, but I doubt we will see a new lineup. AMD has already said they have nothing major planned for this year. They typically start with a flagship launch, then middle tier, then lower end. Even if they launched a new series soon, it would still be quite sometime before a $240 model came out. The current cards are very strong and keep getting better with driver updates. IMO, theres no real need for new cards yet.

AMD - earliest is Q4 2013
NVIDIA - who knows?

At this point, there's little reason to wait especially if you are interested in the free games AMD is offering like Crysis 3, Bioshock Infinite, and Tomb Raider. Even if new cards do launch in November, you have to consider high prices and low availability (remember that the stock Radeon 7970 launched at an MSRP of $549.99).

Buy now. Be happy now.

Day 1 of Nvidia's GTC conference just wrapped up. No Maxwell (GTX 700 series) cards until 2014, so is definitely recommend just buying now.

I think AMD learned for this generation that being first to release will get you a few sales at a higher margin but will hurt in the long run. They let NVIDIA see their performance and make sure their cards were clocked and priced in a position to embarrass AMD. AMD has since completely turned the situation around but have still not shaken the stigma from the initial reviews.

AMD seems content to keep selling their current line-up until NVIDIA releases their refresh, and then try to counter it. Considering AMD is about to release a low end GCN 2.0 card I am assuming they could release more of them if they felt they had to.

I think there won't be a refresh from Nvidia. They will release the "Titan light" in Q2/Q3 and lower prices for the holiday season. Then in Q1 2014 a Maxwell pipecleaner manufactured in 28nm will be released and in Q3 2014 the 20nm Maxwell generation.
