Depends who is writing the story. I read one article the other day where all combatants killed were labeled "civilians" in the reporter's story.

I'm assuming that when they say civilians they mean innocent people who didn't fight back.

If combatants arent regular army forces they will be labeled either paramilitary or guerrillas, if not called by the groups proper name (if they have one.).
