They were right.

Snapped this pic on 12/13 in San Diego. It rained one day, and in an hour I saw 4 accidents. This one was on the ramp from Fairmont Ave. Northbound, going to Interstate 8 Westbound. I think it has a 35MPH limit and people usually go 45-60MPH around this corner. They hit hard enough to have deployed the airbags, but they were okay (couple standing behind car, both on cell phones).

About a year ago I was there driving Northbound on Interstate 15, and between SD and Escondido I saw 2-3 accidents (one may have just been someone parked funny) on that stretch just from 15 minutes of rain. 😵
 
It's not just people there, people everywhere can't drive in the rain, or the snow, or sun glare, or fog, etc, etc...
 
That's because we have no annual vehicle inspection in this state so people just drive around on bald tires and then when it rains they crash.

I was getting tires on my car one day and a guy pulled up in a 7 series BMW. He had a flat tire on his right rear so he asked the mechanic to put the donut on which he did. When he was looking at the other tires he noticed that the other rear tire had steel belt showing (as did the one that blew out). He warned the guy that it would be extremely dangerous to drive on that and that he should replace both tires but he didn't listen. Drove off with the donut and a completely bald left rear tire...idiot.

People just can't drive in general. The worst rain, is the first rain of the season.

Mind if I ask? What is a donut tire? I am interested because I have never heard of this term before!

So you want to implement vehicle inspection because you've got idiots driving?

You can't legislate out the stupid. I'd have thought people had figured that out by now.

How many folks STILL drive without licenses, insurance, seatbelts..... but let's add another layer of government to fix the problem.....

Sure you can. It worked with seatbelt and helmet laws.

Nah, th e stupid will always be there. Legislation, properly done, can just help to make the stupidity hurt. Sufficiently-intelligent stupid people will react in stimulus-response fashion. The more hardcore ones will do everything possible to protect their self-destructive, and sometimes dangerous to others, lifestyle. I wonder what it'd be like if drunk driving was legal.
