When the CPU fan doesn't want to spin?

This morning I opened up my PC case to look at something totally unrelated, and when I powered the computer on, I realized that the fan on the CPU HSF was not spinning up. Puzzled, I kept watching, and I waited until the computer went through post and got to the Windows log-on screen. Then, finally, I saw the fan start budging, hesitantly.... until it began to spin up quickly to what I assume is normal speed.

That's odd. I shut down the PC, waited a few seconds, and turned it back on. This time the CPU fan spun up immediately, just as it should. No issues.

What's interesting is that I've seen this happen in the past, when I first got this computer. I shrugged it off because it happened only once or twice and then continued to work normally again. It makes me wonder how often this actually happens, because after all, I'm not always looking at the CPU fan in my case when I boot up. For all I know, it could be happening 1/3 of the time and I just don't realize it.

While it appears to be totally random, I'm sure there's gotta be something causing it. After I post this I think I'll do a few informal tests. I'll keep the case panel on it while turning it off and back on again (I can still peek at the CPU through the vent holes on the side). See how often it keeps doing it. I'm pretty sure my CPU fan connector is securely attached to the motherboard, but I can check one more time.

Also, before anyone tells me I'm in danger of overheating, I actually have my BIOS set to automatically shut down the system if the CPU temp reaches 60c, so I'm good. I'm using the stock heatsink but with a different 70mm fan attached to it (it's an AMD Phenom II). The rest of my specs are in my signature. Thanks.

You probably have "Smart Fan" enabled in BIOS. It will undervolt the fan when temperatures are low, and can get to the point of stopping the fan. Some motherboards with more advanced Smart Fan settings will even let you specify the temperatures at which fans stop and start.

Sounds like smart fan is enabled to me too. When it was off for a while, it was cool, so the fan wouldn't start up yet. When you powered it off, and back on, it was still warm, so the fan kicked in immediately.

One computer I saw had a massive heatsink on the CPU, and the fan would actually turn off while the PC was running if it had been idle long enough.

You guys are probably right. Indeed, I have smart fan enabled. It's a 3pin fan, not a 4pin, and my motherboard probably controls speed by adjusting the voltage. As Sparky said this would explain why it takes a few seconds to spin up at the beginning of the day, but when rebooting it always immediately spins.
