When something says "Must be recieved by Feb 15th"

Then you should give it to him on the 13th 😉

If it says they need it by the 15th, I'd assume they mean by the 15th, not on the 15th. Meaning Feb 14th 11:59:59 = deadline.

It usually means the end of the business day of the 15th.

Sometimes if it's a credit card payment there is a cutoff time like 1PM local time.

I think it's "end of business day on the 15th" like others have said.
If it's a CC payment. You could call them and they'd except 15 as the postmark. It's not true for the MIR.

EDIT: I don't see any poll.
