locked means the phone can only be used with one provider.

You can use it with most carriers that use the same type of network and such I believe. I know my T68 is unlocked and can be used with AT&T, Cingular, and T-Mobile.. not sure on other carriers though.

my phone uses 3 minutes for every 1 i talk, thanks to it's unlocked minute multiplier. it won't run stable at 4x though.

Wait why would you want your phone to use more minutes than you talk? Wouldn't you want it the other way around?
