Looks like it may be rising again, should I just pick up 400Euro cash at wells fargo today or something?

Or just wait and do it in December?

and yes I know it's all luck, it may drop more, it may go higher, but right now it's pretty low and i think it's a good idea to do the exchange now...am I right?

I would do it now. Better not to wait (bird in hand) and my guess is it will continue to rise against the dollar (at least long term).

That's not enough. Unless you're going to the Balkans, you're going to eat up that amount, quickly. Don't bring an American Express card, either.

Would USBank, or Wells Fargo not charge me a fee to do this?

it seems like a good time, and I need cash for SOME purchasing money, and some hotels.

However, Wells Fargo non-account holders may incur a service fee for branch-originated transactions. In addition, there is a 1.5% service fee for ordering travelers cheques by phone."

Most Wells Fargo branches have Euros, but you should call to verify. In my case, after I called, they put the money aside and had me go directly to the business line. No fees since I was a customer.
