When safely remove hardware disappears

safely remove hardware disappeared.

When I use the work around: Run -> RunDll32.exe shell32.dll,Control_RunDLL hotplug.dll
it doesn't show up in the safely remove hardware box.

And I can still use the drive.

Its an external hard drive. How can I safely remove the device?
