To lets say... 266mhz FSB with matched memory, would one want to leave the HT multiplier at 5x to get 1330 HT, or would it be better to bump it to 4x for 1064 HT?

One would be very lucky to get 5X at 266mhz to be stable.
4X might even been unattainable for some boards.

I want to get an nforce4 motherboard and right now the only one available at a decent price is the Gigabyte one with nforce4 4x. Basically the same just only has a 4x multiplier for HTT. Is that a problem it has with multiplying the HTT or is that a problem it has with the HTT running at 1000. If it can run at 1000 just with no 5x then I might get it.

Usually, you'd want to leave the HTT at around 1000. 1064 HTT might be a stretch though. You can always lower it to 3x.
