When Microsoft CEO Steve Ballmer screamed "DEVELOPERS!", what was the context?

I've always been amused by that video but I'd love to know what got Ballmer to start chanting like that. I'm sure he was all "pumped" (the sweat is clear evidence of that) but even someone as wacky as Ballmer doesn't start screaming "DEVELOPERS" over and over for no reason.
