The poor and lower middle class will most likely not be able to afford to return and rebuild.

The rebuilding will mean most of the city is new construction.

The rebuilding costs will be substantial, making the cost of the property
very high in order to recoup.

Upper/Upper Middle classes will probably be the only one able to afford
living there when it's rebuilt.

 
I wonder how many people will want to rebuild there. The chances of this happening again are very likely. I personally know many people who refuse to move back.
 
Most of the expensive properties aren't expensive because of the building costs, but the value of the land.
 
You can't have a city without lower/lower middle classes. The welfare queens can stay gone and it wont effect anything, but there has to be service/entry level workers to make a city work.
 
I expect there will be no lack of help to get people back to their homes, regardless of their financial status.

They have shipped all the welfare queens out, I know, we have some here in town. I don't see these types going back either as long as there is a teet for them to suck here.
 
I never understood why anyone wanted to live there in the first place.

Now I will never understand why some people are going to move back.

Well I'm sure the illegals will help out if that becomes a problem.
 
Questions, questions. I bet many of the houses can be saved, they will just have to take out the interior wallboards and let everything dry, and then replace all of the insulation and put all of the wallboards back in.
 
New construction does not necessarily mean expensive housing. There are a lot of new government subsidized housing projects around here.
