Do they not offer a reduced lump sum payment ? You can do far better over the long run investing versus their simple interest payout.
 
Besides, most lotteries don't have a contigency plan if you die over the course of receiving installments. Your family won't get squat if you die.
 
we dont have powerball. so i played the megamillions for $170Mil.

Meh... gambling is like flushing money down the bowl, then praying to God some of it floats back... but I figured, what the hell... i had some fortune cookie numbers to play.
