Just wondering if Intel is planning on refreshing the E2xxx (sub $100) line to 45nm anytime this year? Since they have done it for E6xxx and E4xxx already.

Doubtful.
They have limited 45nm fab capacity, better to use it on higher end products. Since the E2xxx is probably pretty small, and yields might still be lower on 45nm, they're probably going to stick with it there for now. When Nehalem comes out they'll have even less 45nm capacity, and probably drop the E2xxx line entirely.

Just go $135 and get the E7200. It's basically an E8400 with less cache. Not much on them yet, but most are to 4 gig easily.

Looks like we will have to wait til 45nm gets vamped up a lot more to get a new sub-100 line that's 45nm based. Maybe next year.

The E7200 does look pretty good.
